88 Chevy Truck value

so i'm looking for a new daily, actually, a truck. I am an electrician by trade, and needing a truck for side work, I found this on CL, wanted to see what you guys thought. I've looked at it, and it's a gem , he says it won't start due to the air pump pulley, but I would just take it off and do away with the smog stuff, I was going to offer him 400, but didn't know if it was worth it. I am on a very limited budget right now (my nova is on hiatus for awhile ) thanks guys.
