well, as far as the comparison between turbo charging and supercharging, its pretty simple. The supercharger uses power from the engine to make more power, but you dont gain the power that the supercharger uses. Turbos don't use anything but exhaust gases and act as a compacting windmill. I'd go with turbo's if they're in your budget, just because they're damn cool and don't use as much power, however they do tend to take up a bit more space under the hood if you run twin turbos. a single turbocharger might make decent power for you, stay in budget and keep real estate under the hood clear. A well developed system will virtually eliminate turbo lag too. I know there's a person or two from Banks drifting around here somewhere, you might want to get in contact with them if you'd like some advice, they seem to be extremely knowledgable guys (considering this is their job).
As for the TPI system and its capabilities, I don't have too much knowledge on this YET, so I'll leave it to the other guys to chime in
