I think they should only open it to vehicles in those respective years. Not every make and model. Anything to generate money (SMH).

I just mailed them my check. Hopefully they get enough people signed up and I can get my black plates cheap!!

So we wouldnt get them until 2015? Thats an awful long waiting period. What if I dont own my car anymore in 2015?
