Unhappy Fuel Pressure Psi

I run a 8psi,72gph carter rotary fuel pump,3/8 line to a standard holly non bypass regulator,then a fire wall mounted fram hp canister fuel filter ,in that order,to a holly advenger carb,but the guage mounted on the carb will not read over 2.5 psi,no matter how you adjust the regulator,should I put the filter before the regulator ,or does this matter?I am baffled on this one,any thoughts would be welcome.Thank-you in advance
