New Forum section

I added a new forum section today for our sponsors to make announcements. It will be a handy tool to allow them to let us know about sales, new products, magazine appearances, etc.

I also posted a vendor policy in that section. It's unfortunate that we had to outline what is and what isn't acceptable, but I guess with the growth we're seeing, it was inevitable.
