Do not box them or do anything with them other than wrap shipping tape around the label and tire to hold the label there. UPS will send them no problems. TireRack and Discount Tire do it this way all the time. Four tires from Ohio to Georgia is $11 each and they strap them in pairs.

To quote it just tell the person at the UPS store that you have two items that weight whatever and they need to go to this zip. You'll pay more going to the store as the store has to make money some how to justify its existence but not $100. Or use FedEx is UPS doesn't want to play right.
