Well I sanded it down and fixed it. On another note there is stain on the concrete as well. Anyone have any ideas how to remove oil based stain? I have tried mineral spirits and oxygen bleach with no luck

muriatic acid is your best bet... had the same thing happen when the painter didn't put down drop-cloths when staining my second story deck.

Yes, but be careful! He needs to fully flush the Bleach he put down already - Mixing bleach, or sodium hypochlorite with muriatic acid will liberate chlorine gas, which is definitely toxic, and a severe irritant to eyes and nasal passages and the lungs even in small amounts. ... The acid is strong if breathed in but is deadly if mixed with chlorine.
