Default HRE Wheels

Does anyone know if you can change the offset of HRE Wheels? Maybe they can be sent to HRE and they can change them?

Yes, it can be done. You have to send them the wheels.

Its just a re-hoop.

It will run about $500 per wheel from HRE... which is about half the cost of a new assembly.
