69 Camaro tail/running light question????

I just noticed for the first time in nearly 3 years since I got my 69 and rebuilt it that the two inner running lights burn as bright as the brake lights on the outer end of each housing. The brake lights have a 1157 dual element and are dim as they should be when just the running lights are burning.

The inner running lights are 1156 (I think).

Any idea why this is...and what I have wrong here?

Also - can I dremel the brake light housing on the inside and dual wire it so that the inner and outer on each housing are both brake and running lights?
