No name on it? Sounds like it might have been ground off. If not, then it could be a cheap copy. Garett sometimes doesn't mark the turbos they make for the OEMs, but most are marked (as are KKK, Precision, Turbonetics, Masterpower, IHIs). Borg Warner made a bunch of diesel turbos for Detroit Diesel that weren't marked as well.
Looks to be from a diesel truck application. Real small compressor wheel with large exahust housing is a dead give-away. Not much use there for a performance application given the cost of budget turbos these days.
