well its propably not a bad pulley, not even sure what how a pulley is supposed to go bad? ... your looking at somthing that is worn to a point where it starts giving off an audible noise, the bearings in the idler pulley is a good guess.. it doesnt sound like a lifter, that makes more of a ticking sound, and low PS fluid level is more of a snarl... but incase your definition of chirp is different from mine, chek the ps fluid level..
replace the acc-drive belt and replace the idlerpullies while you are at it.. if that doesnt cure it.. try as you described to start it with the belt removed to rule out bearings in the alt, ps, ac etc... but my bet is the belt/idlers
next order of buisness is to pull the valvecovers and check rockers etc...
