Because we regularly get brand new "members" registering to only sell things. Sure, they can skate around it and post and wait the 30 days but it is a deterrent and at least makes them work for it if that is their sole intention for joining. See it all the time. This is also a "community" -- not just a bunch of strangers on the internet. That also mean something here compared to many of the other "forums" out there.
As for restrictions on posting photos, I am not aware of any. Even if there were, you could post the IMG code from photobucket or flickr or another photo hosting website.
