According the text underneath the vid box "Its a truck that was caught in a flash flood and the horn was added for effect"
So that's a river flowing past the truck making it look like its still moving. Theres probably some cars under all that water too.

the funny thing is it looks like they are in the middle of a river, must be a highway or something, pretty wild video ! and if there are cars or other smaller trucks, those people in that boat shouldn't be going that fast
