Sounds to me like the prop valve is the issue... perhaps plumbed incorrectly?

Probably a stupid question but is the prop valve turned the right direction? For me at least the direction you turn it was counterintuitive. You might have it set for min rear brakes.

Thanks for the replies-I'll certainly check for correct plumbing of the prop valve. Wish me luck!

I was trying to say make sure the knob is not turned for minimum brakes...
