Default Baer parking brake shoe won't fit over the axle flange?

Anyone ever experience this before?

https://www.baer.com/manuals/6000264.pdf

Pro+ 14" rear kit with internal parking brake. 9" rear end with Strange 31 spline axles. I can't get the parking brake shoe over the axle flange. The strange axle flange is 6.245" in diameter, which is standard for strange axles. The inner diameter of the shoe is exactly 6".

I can't see any other shoe with a different inner diameter. Here's what the shoe looks like for reference:https://baer.com/Park-Brake-Shoe-PBK19x.html
I can always grind the shoe down to clearance as there's plenty of meat on the shoe if need be, but am I missing something?

The axle bearing are pressed on so there's no room to slide it out and still get the backing plate and shoe on from the back side. Tried that, no luck.

I'm going to give a call to Baer tech line in the morning to see what's up. I'm hoping though it's something simple I'm over looking.
