There was an episode of "Chasing Classic Cars" where they were at an auction (out east I think) and the DMV made a huge deal of the "new looking" vin rivets on some of the cars at auction. The idiots stopped the auction and it almost didn't happen because they couldn't get it through their thick bureaucratic heads that people need to remove and re-install them during restorations.
So, with that, and my own multiple negative experiences with the DMV (not relating to VIN's) I agree with the above recommendation. Not because your doing anything wrong, but because the Government is stupid.

in most states/ federal too I believe , it is considered illegal the "tamper with or remove" vin tags, unless done so by law enforcement / licensed repair facitity
