Not necessarily a poor choice of words but perhaps your original question should have read something more like;
How many cops and equipment does it take to catch a 19 year old mass murderer who is hell bent on death and destruction armed with an assault rifle and multiple IED's and shows that he is willing to do anything to get away, including car jacking an innocent man, gunning down an unsuspecting police officer, throwing home made bombs at the responding officers, running over and dragging his own brother 30 feet down the road, effectively shut down an entire city, conduct a massive 20 square block door to door search and respond to over 100 tips and possible sighting of the suspect during the manhunt?
I think you will find the answer would be ALL OF THEM!
