1969 Front Bumper Install

Trying to get my car finished. A few questions on the front bumper. I have a DSE subframe and of course the fender mounts attach to it. I also have attached the other mounts inside the front fender. When I attach the fender mounts to the mounts attached to the subframe does it go on top or below the subframe mounts? When the body shop installed it they put it below but the outside fenders mounts attached to the fender do not fit thru the valence or front end holes in the sheet metal. And the center is very low compared to how high it need to be to move back on the car. It is now sitting 1.5 ro 2 inches in front of where it will need to properly align to the nose section. And it is also too low overall. Help!
