How can I do this to my bumper

I want exhaust cut outs like this for my 66 Nova. Is there a shop in the Chicago land area or Souther Wisconsin area that can cut and smooth this for me? I know I can cut it with a palsma cutter but how do you get that finished look? It will then get powder coated. Thanks
