A Grand National governor will shift about 5000-5100 RPM. The 3.8 buick was never a high-winder.
As far as harder shifts, I haven't dinked with many 2004R's but a shift kit and larger boost valves should bump the line pressure and produce a harder shift. A 2004R can shift hard, the one in my '89 Turbo Trans Am was nasty at wide open throttle.
Make absolutely sure you are getting full TV cable extension at WOT before doing anything silly, if you aren't then the transmission will never think you have the throttle on the floor.
