Tony, it's the total length of all the wire in the car. Since you made the very first guess and weren't 100% clear on what the question was, you can take another stab at it if you'd like.

Who DO know this? I mean have somebody actually meassured all wires?

if total harnesses. does the car have power windows, consule with gauges, fog lights cruise, etc etc
