It's a loop of public roads and you pay a toll fee to get in the loop. After you've entered the public road, it's all out racing from there on. I've been on it many times and every time it's just blows my mind how cool the track is. death toll still keeps going up every week.

Those that don't understand track days in wet, might have difficulties later in life. If you haven't noticed, much of the road course racing, Formula 1 for example, takes place in wet conditions. And how would one prepare for such conditions? Yup, driving in the wet! That's one of the things in life that you can't learn just by reading about it on the interenet.
