I don't like to see over 3 oz total weight. Most likely you need to have the tire spun 180 degrees on the wheel and re-balance and it will get better. If, not then, check the run-out of the wheel and tire. Most modern tire/wheel balancers can check this easily. If one has excessive run-out then, yes, return/exchange it.
