Southern Polyurethanes black epoxy is great for under the car because it has a semi gloss finish and has UV inhibitors. That is all that is needed. A quality bed liner could also be added within the epoxy recoat window if that is the look you want.
On the interior lots of guys use Dynamat and Dynaliner.
