Maybe in replacing the lock assembly, the switch is now slightly out of adjustment. So the switch is partially in the accessory position when the key is in the off position.
The remedy is to loosen the 2 bolts holding the switch to the column, and sliding the switch so it's detents are in the off position while the key is in the off position. I think you can do this by removing the key to ensure the lock is in the off position.
