With no power hooked to them, no they won't go off. They are really a lot safer then people think they are. Since the seats aren't hooked up to any wire harnesses it is a good time to remove them. normally its 2-3 nuts that hold them in.

Find a buddy that has some experience with blowing up air bags to deploy them for you before you throw them in the trash. You could also take them to a dealer and ask them if they can dispose of them for you. For the lame people there is a special tool that you bolt them to so they can be deployed safely. For the fun people, we normally put them in stuff like upside down 55g drums and see how high they go lol.
