The November '06 issue of Car Craft had a pretty good recipe for a 500 horse 408 motor from Coast High Performance. www.coasthigh.com

I'd grab the chance to be one of the first (if perhaps not the first) magazine to do a story one the Jon Kaase/Jeg's small block Ford heads. On a 351 cid they're gonna get you easy 500 hp.
They are $825.99 ea. = $1,651.98
Since I already was over at the Jeg's web, I found a 392 stroker kit @ $1,522.99, a Ford Racing 351 Sportsman block @ $1,295.99, some 351W Hydraulic Roller Pushrods @ $129.99, and a Moroso Street/Strip Oil Pan @ $189.99, a 820 CFM BG Race Demon Carburetor @ $999.99, Crane Cams Gold Race Extruded Billet Rockers @ $319.99. At last, the trusty Edelbrock RPM Air-Gap manifold @ $825.99

I'm no camshaft expert, so I'd leave that to the pros... Anyway, that all adds up to $6,346.91. That leaves you $0 for the cam, gaskets, oil pump, drivegear, waterpump/cover and distributor. If you already have a 351W block, you're back on budget.
BTW, I'd try the Crane optical distributor. You guys at PHR did a story on it earlier. I got it's and it's great!

P.S: I would go for a 408 or 418 stroker instead of the 392, but that is what they had at Jeg's. Added it just to get a $ number.
